India is a land of villages and villagers lived peacefully and independently, cooperating with each other, whoever the ruler may be. Village administration in India which is called 'Local Self-Government' used to be considered as Ram Rajya' with decent, honest and welfare administration. Previously, 'Local Self-Government' was dealt as a chapter in the subject of 'Public Administration'. In India, Local Self-Government is called Panchayat Raj' at present, Mahatma Gandhi and his followers preached 'Gram Swarajya, i.e., rule by people, for people, during the independence struggle. Though there are federal government at the Centre and State Governments in the States, they could not deliver goods properly to all. At grassroots level, the villages have to be enriched for the prosperity and development of India. For this, Panchayat Raj institutions have been channelised towards democratic set up and economic growth.
